Bathroom Renovations in Newcastle and Lake Macquarie
New South Wales names this job directly: kitchen, bathroom and laundry renovation is its own category of residential building work, needed once the job is worth more than A$5,000 in labour and materials including GST. There is no separate bathroom renovation licence: it is a contractor licence in that category, and it stops well short of the building's structure.

What bathroom renovations in Newcastle and Lake Macquarie actually involves
The category covers the installation, refurbishment, restoration and on-site repairs of or to a kitchen, bathroom or laundry, but it does not include work affecting any internal or external load bearing part of the building that is essential to the stability of the building, including foundations, floors, walls, roof, columns and beams. A contractor whose licence covers the renovation category alone cannot do work on a load-bearing wall under that licence.
Plumbing and electrical never wait for a dollar figure
Plumbing, draining and electrical wiring are specialist work, and a licence or certificate is needed regardless of the cost of the work. A renovation-category licence holder who does not also hold that specialist licence must subcontract it to someone who does. After electrical work, the person who tests it must submit a Certificate of Compliance for Electrical Work no later than seven days after the test, and that includes like-for-like replacement of equipment such as water heaters and stove tops. Building Commission NSW's inspectors report that the bathroom step most often missed is bonding the slab's conductive reinforcing to the earthing system, and that Type AC safety switches are no longer permitted: Type A or Type B are used instead. At the end of plumbing work the plumber completes a Certificate of Compliance and gives a copy to whoever arranged the job.

Approval, warranty and checking the licence
Renovating a bathroom inside its existing layout is exempt development under the Codes SEPP, with no planning or construction approval, provided the work does not change the room's configuration, reduce window light or ventilation, reduce a doorway's size or affect load bearing capacity. The exemption does not reach a heritage item, or land with an item on the State Heritage Register. City of Newcastle's own heritage minor works page reads more broadly: if a property is a heritage item or in a heritage conservation area, most building works require development consent. The two are not reconciled here; read both and get the council's written confirmation before anything starts.
The warranty, and the licence check
Waterproofing is named a major element of a building under the statutory home warranty. A breach resulting in a major defect is covered for 6 years from completion, any other defect for 2. Before signing anything, look the contractor up on the NSW Government's home building online licence check. The shower leak page covers the warranty clock.
Whether the room is in a heritage area, a Mine Subsidence District or an apartment building decides which questions come first. The Codes SEPP excludes only a heritage item from its bathroom exemption, while City of Newcastle says most building works in a heritage item or a heritage conservation area need development consent. The two are not reconciled here: get the council's written confirmation before work starts. The suburbs page lists the localities this site covers.

Bathroom Renovations in Newcastle and Lake Macquarie — common questions
Is there such a thing as a bathroom renovation licence?
No. In NSW this work needs a contractor licence in the kitchen, bathroom and laundry renovation category, required once the job is worth more than A$5,000 in labour and materials including GST. Plumbing, draining and electrical wiring sit in their own specialist categories, needed at any value.
Does a bathroom renovation need council approval in Newcastle?
Usually not if it stays inside the existing layout: that is exempt development under the Codes SEPP, unless the work changes the room's configuration, reduces window light or ventilation, reduces a doorway or affects load bearing capacity. The exemption excludes a heritage item, and City of Newcastle separately says most building works in a heritage conservation area need consent. Check your address and get the council's written confirmation if it is affected.
Can I do my own bathroom renovation?
You can, as an owner-builder. An owner-builder permit is needed for work valued over A$10,000 including GST, but only where the work needs a development application or complying development certificate. It cannot be issued for a unit in a strata complex, and it does not cover plumbing or electrical work unless you hold that licence.
