The council's heritage page says the area was first known as Church Hill, then Prospect Hill, with a San Franciscan feel with streets running down the hill to the harbour. In dense areas like these a bathroom renovation is more likely to touch a heritage item or a contributory building than in a newer suburb.
If a property is a heritage item or in a heritage conservation area, City of Newcastle says most building works require development consent. You must receive written confirmation that consent is not needed before starting any works, and applications typically take 2 weeks. The council's Contributory Buildings Maps classify existing buildings in each conservation area as contributory, neutral or non-contributory.

Whether a bathroom renovation here needs consent is for the council to confirm in writing: the Codes SEPP exempts a bathroom renovation inside the existing layout unless it is on or in a heritage item, while City of Newcastle says most building works in a heritage item or a heritage conservation area need development consent.
